Noisy, No Parking if you have two cars

It is noisy and nobody speaks english. I have two cars and they only give me a pass for one since they are both in my name. I have to use a visitors pass for my car so if I have a visitor I guess they will have to walk. Also, you here police sirens every five minutes.  Need to rent an apartment?
